Ashaiman MP Insists Governor Addison Breached Procurement Laws On New Head Office Building

Member of Parliament for Ashaiman, Ernest Norgbey says the claim by the Bank of Ghana (BoG) that it did not breach the procurement laws in relation to the new headquarters building is not true.

According to the legislator,  documents he has intercepted do not meet the procurement criteria in the public procurement act and charged Governor Dr Ernest Addison to rethink and consider the option given him by the minority and resign.

Dr Addison last Monday stated among others things that no procurement laws were broken regarding the construction of the new head office building.

This, the MP disagrees arguing that procurement documents intercepted show otherwise noting that even the single source procurement for the services of the project management does not qualify under the single source procurement method.

’’Do we want to say that we have only one single project management service or manager in Ghana here?  No. We have a lot so you cannot engage under that requirement, single procurement requirement in that aspect’, he told TV3’s Evelyn Tengmaa.

He added that ‘’Restricted tendering you are just outlining some few companies to apply and to bring proposals…and in this case, we are talking about 81 point something million dollars and so it is way above the threshold. … the PPA approved of 5 companies for the bank of Ghana to solicit proposals from them. That is not the case in the Public Procurement Act.

‘’If 81 Million Dollars is involved it is better to open, make an open competitive tendering for more companies to apply so that you can have value for money, make judicious use of state resources as stated in the law, section 2 of the public procurement act ….so therefore, I have seen it as a blatant violation of the law. So if the governor of the bank of Ghana is saying that none of those laws were breached, I beg to differ.

‘’Again they went to the central tender committee for review while you have started your engagement because the central tender review committee does not have the powers for ratification under section 20 (f) under the PPA’’.

Mr Norgbey further said that Ghanaians deserve a better explanation from the Bank of Ghana even as they explore other options in dealing with the matter.

‘’The Governor should re-think and reposition himself for the call the minority is making for his resignation.

’We have lost some amount of money that he should not still be holding the position as we speak now.

“We may not say we will go to court for now, but questions will be filed on the floor of the house.

“The BoG Governor must be hauled before parliament to answer questions pertaining to the constrictions of this particular office’’.
